An amendment consisting of a clarified provision on disposal of Federal personal property allowing it providing (1) it is scientific research and development equipment and is not personal property that may be used for general purposes; (2) has been loaned by NASA to any academic or nonprofit organization; (3) as of March 31, 1984, has been on loan to any institution or organization for at least two years.
