An amendment to allow farmers who suffered consequences of droughts during the period from January 1 up to October 1 of 1983 are to be eligible for SBA disaster loan assistance. The interest rates for the loans are to be those of the emergency loans from the Farmers Home Administration. Minimum loss tests or loss thresholds for qualification for loans from the SBA are not to exceed those for nonagriculture applicants. The rules for amount of eligibility are to be based on the criteria of the FArmers Home Administration.
