Amendment98th Congress
An amendment to permit the Administration to study the conversion of the Procurement Automated Source System (PASS) or any similar or follow up system, to another computer architecture or type. The conversion may not occur in FY'85 nor until the Administration reports to Congress that it is needed. The Administration reports to Congress that it is needed. The Administration is required to conduct a competitive procurement among small business for the operation and maintenance of PASS for FY'84, with all operation and maintenance of PASS by the US Railwway Association terminating by 9/30/84. The amendment also requires that in considering proposals from offers for its small business set aside consideration is to be given to the actual portion of the task to be performed by the small business concern.
