An amendment to increase the amount required to be spent for adult and postsecondary programs from 15 pct. to 20 pct, and require that these funds be spent for specified activities designed to promote state and local economic development and employment training. If the State provides assurances that these needs are being sufficiently addressed through other funding, these funds may be used for other programs.
