An amendment to require the ICC to postpone adoption of the Uniform Rail Costing System and continue to use Rail Form A methodology until the Railroad Accounting Principles Board has developed its cost accounting principles. The Board's principles must be taken into account by the ICC during its development and refinement of the Uniform Rail Costing System.
