An amendment to delete the bill's requirement that state and local recipients submit progress reports every two years. The amendment also changes the bill's provisions for amendments to State Plans. The amendment provides that when changes in program conditions, funding, or other factors warrant substantial amendment to the state approved plan the State Board may submit amendments to the Secretary. These amendments are to be subject to review by the state job training coordinating council and the state advisory council. The bill left final disposal of the amendments in the hands of the secretary, only requiring hearings by the state board if the board requested them.
