An amendment establishing sanctions that would be imposed on railroads that fail to comply with job reporting requirements. Railraods that fail to file job vacancies with the Railroad Retirement Board would receive a warning for a first offense and a 1,000 dollar civil fine for each subsequent vacancy that the railroad fails to report.
