An amendment to replace the "Congressional Approval" section with a "Congressional Disapproval" section pertaining to the Regional Rail Reorganization Act. The new section permits any plan for ConRail submitted by the Secretary to take effect, unless Congress within 60 days of its submission, passes a joint resolution of disapproval.
