An amendment to 1) provide $2,100,000 for FY'85 for the U.S. Railway Association, 2) provide $11,100,000 for the Office of the Administrator of the Federal Railroad Administration of the Department of Transportation, 3) sets a pay cap for certain Railroad Accounting Principles Board employees at level V of the Executive Schedule, and 4) amends the Regional Rail Organization Act of 1973, stating that the Officers of the Corporation shall be appointed by the Board of Directors, serve at their pleasure, and be comprised of a Chief Executive Officer and a Chief Operating Officer.
