An amendment directing the General Accounting Office to undertake a study in consultation with the National Transportation Safety Board, the Federal Railroad Administration, the Office of Technology Assessment, AMTRAK, and representatives of engineers and former employees who were employed as the second person in AMTRAK locomotives, of the safety implications of stationing only one person in each regularly scheduled passenger locomotive in the Northeast Corridor.
