An amendment to add; It is the Sense of the Congress that special recognition should be made of volunteer fire companies for their contribution to the public safety, accomplished in the highest traditions of the American voluntary spirit, and offering proof that locally-based, non-federally sponsored efforts provide the American people with outstanding service.
