Amendments en bloc to strike the requirement that states set up local medical review boards to review decisions of treatment of handicapped infants before qualifying for child abuse prevention and treatment grants. It also permits existing state protection program procedures to meet requirements for reporting and investigating withholding of medically beneficial treatment, nutrition, and other services. It strikes the requirement that HHS study handicapped infant care. It requires HHS to compile directories of doctors who have expertise in treatment of handicapped infants and provide health care professionals with a toll free number to contact them. And HHS is required to develop directories of community services and resources available to help parents with care of handicapped infants.
