Amendment98th Congress
An amendment to authorize the President to eliminate or reduce by Executive Order any authorization of appropriations made by this Act whenever if after investigation he shall find that such action will aid in balancing the Budget or reducing the public debt. The Executive Order shall be submitted to the Congress while in session and shall not become effective until the expiration of 60 calendar days. Authorization of appropriations eliminated under this section shall be impounded and returned to the Treasury.
