Amendments en bloc to add to the goals of the study should include 1)forms of performance based pay for teachers to improve teacher quality, and 2) a review of methods to maintain an atmosphere conducive to academic progress and teaching excellence, including means of improving student discipline and the establishment of alternative educational settings for chronically disruptive students.
