An amendment to add a new section to the bill: notwithstanding any other provision of this Act, no funds are authorized to be appropriated under this Act for any fiscal year unless the Secretary of the Treasury, in consultation with the Secretary of Energy, certifies to the Congress that expenditures incurred under such an appropriation will not result in an increase in the national debt of the United States.
