Amendment98th Congress
An amendment to permit the president to eliminate any authorization or appropriation made by the bill. If he decides it will aid in balancing the budget or reducing the public debt. And that in so doing the public interest is to be served. Such an elimination is to be done by executive order submitted to congress while it is in session and is not to be effective until 60 days after its submission. Eliminated appropriations are to be impounded and returned to treasury.
