An amendment to change the deadlines for applications for assistance, stating that the Secretary shall solicit submission for state applications not later than 90 days before commencement of the program year, shall begin disbursement of funds by the start of the program year and complete their disbursement within 180 days of that date. This applies to Section 418 of the Energy Conservation in Existing Building Act of 1976.
