An amendment to amplify the provision directing the FCC to consider revising its decision and orders effecting users of centrex-type services to provide that consideration shall be completed prior to the effective date of the system of charges for exchange access. The amendment also provides that the Commission shall take into consideration impact of such decision and orders on state and local governmental entities.
