Amendment98th Congress
A substitute delaying the imposition of access charges on local residential and single line business telephone customers until 1/85. Maximum access charge permissible at that time would be $1 per month, permitting a rise to $4 per month in 1988. It prohibits the imposition of any access charge on low income, "lifeline" customers. It deletes the bill's provision that temporarily freezes the discount AT&T competitors now pay and instead permits them to pay a new discount rate. It eliminates provisions requiring establishment of state consumer organizations and language authorizing the FCC to pay for some of the costs incurred by consumers who participate in FCC proceedings.
