An amendment in the nature of a substitute to eliminate the existing dairy assessment program, statutorily set the support price for milk at not less than $11.60 per hundredweight and authorize USDA to establish the support rate at or above that level at the beginning of each fiscal year. The paid-diversion and dairy-promotion programs are deleted.
