An amendment requiring a joint resolution of Congress to promulgate rules for small quantity generator waste facilities. This is to apply to 'major rules' which are those that have an annual economic impact of 100,000,000 dollars or more. Minor rules will become effective unless Congress, within 90 days passes a joint resolution of disapproval.
