An amendment adding a subsection to the domestic content ratios for model year 1985 and thereafter, providing that ratios shall have no effect with regard to a nation in the event the President issues a proclamation not less than 90 days before the model year stating that that nation is not imposing unfair restrictions against an entry of U.S. products into its domestic market.
