An amendment on the previous legislative day to add a new section making the act ineffective in case of compensation by, or retaliation against, U.S. agricultural or other industries. The amendment bars implementation if it would violate the obligations of the General Agreement on Tar- iffs and Trade (GATT), or would entitle any other country to compensation from the U.S. in the form of reduced restrictions on imports, or to retaliation against the U.S. in the form of increased restrictions against exports.
