Amendment98th Congress
An amendment to prohibit any provision of the bill from becoming effective until the Department of Labor with the Department of Commerce and other appropriate federal agencies prepares an affirmative employment impact statement and certifies that the net effect of the bill will have a positive impact on total domestic employment levels. The impact statement is to include an analysis of 1) immediate impact on levels of total private employment, 2) long term economic effects of the bill, and 3) extent and nature of any new employment resulting from the bill.
