An amendment to Sec. 510 dealing with barring funds for administrative expenses regarding implementation or enforcement of BATF rule TD ATF-66 on labeling and advertising of wine, distilled spirits and malt beverages. The amendment adds the provision "except if the expenditure of such funds is necessary to comply with a final order of the Federal court system, 90 days after which enforcement may occur.".
