An amendment to add to the foreign policy controls authority language in the bill that the authority of the Commerce Secretary to include an item on the controlled list is to be exercised after consultation with the Secretaries of Defense, Agriculture, and Treasury, the U.S. Trade Representative, as well as other appropriate departments and agencies.
