Amendment98th Congress
An amendment on a previous legislative day to add provisions for 1) agreements to coordinate the systems of export control documents of COCOM members in order to verify the movement of goods and technology subject to control, 2) agreements to establish uniform criminal and civil penalities for diversions of controlled items, and 3) agreement in increase on site inspections by a nation's enforcement authorities to insure that end users are using the imported items for their stated purpose and that the items are in fact in the control of the end users. The agreements would be among the COCOM members.
