Amendment98th Congress
A substitute amendment to the Bonker perfecting amendment to permit the President to extend the period to negotiate an agreement with an exporting nation for a mutual ban on the export of a good or technology. The President may extend it for an additional year. The Solomon amendment removes the requirement, contained in the Bonker amendment, that the President certify to Congress that such an extension is warranted.
