Amendment98th Congress
An amendment to prohibit the placing of export controls on food, medicine, or medical supplies. It also prohibits the applications of controls on donations of goods intended to meet basic human needs. The amendment also expresses the intent of Congress that the President not impose controls on technologies that "help meet basic human needs." This proscription does not apply to existing export controls, nor in times of war or national emergency.
