Amendment98th Congress
An amendment revising the limitation to imposition of new controls on existing contracts and licenses to allow the President to apply exports controls on existing contracts and licenses (1) if the controls relate to actual or imminent acts of aggression, etc., (2) if the President notifies the Congress of the particulars, and (3) if a joint resolution is enacted approving the imposition of controls in these cases.
