An amendment to ban disposal of hazardous waste in salt domes, caves or mines unless EPA recommends and Congress approves; prohibit placement of nonhazardous liquids in landfills unless no reasonable alternative; reduce time Federal agencies have to develop alternatives to land disposal of hazardous wastes from 42 months to 18 months; require surface impoundment operators to file for a final operating permit within 12 months and include a demonstration that the facility complies with groundwater monitoring requirements; require EPA to issue final permits for surface impoundments within 4 years and require liner standards within 2 years thereafter; requires EPA to issue air pollution regulations on land disposal facilities, and require annual inspections.
