Amendment98th Congress
An amendment to prohibit issuance of a license to export any good or technology subject to national security controls to the Soviet Union unless the President determines that the export is in the national interest. This prohibition is to remain in effect until the Soviet Union has officially apologized for shooting down the Korean Air Lines civilian airliner and has made full compensation to the U.S. survivors of those on the plane.
