An amendment to the Udall substitute. The amendment deletes the requirement that the Secretary consider the adverse affect on the Park System and its purposes of leasing, occupying, developing or selling resources of lands adjacent to the Park System lands. It also adds that "Nothing in this Act shall be deemed to give rise to a cause of action in any court of law".
