A substitute amendment to the Hughes amendment to permit the Secretary of Commerce to designate any officer or employee of the Commerce Department carrying out enforcement functions under the Export Administration Act to execute warrants or other processes issued by courts or officers relating to this Act. The Commerce personnel may carry firearms in executing the warrants or processes.
