Amendment98th Congress
An amendment to add provisions to the foreign policy controls exemption section of the bill. The amendment would require the Secretary of Commerce to consider foreign availability if the President is unsuccessful in eliminating foreign availability during the first six month period that the controls are imposed. If the Secretary determines that a similar good or technology is available in sufficient quantities to the countries subject to the control to vitiate the ban's purpose then licenses for export must be granted. Also, then items are to be removed from the export control list. The Secretary must also make such a determination in relation to foreign availability upon request. Certain exemptions to this are listed.
