An amendment to the Udall substitute amendment. The Seiberling amendment requires Federal agencies to notify Interior if their actions on federal lands adjacent to National Park lands will have an adverse affect on the Park Land in question. Sufficient time for Interior to comment is required. Also the Secretary of the Interior is required to take into account actions on adjacent lands in management of the Park lands.
