Amendment98th Congress
An amendment to prohibit the issuance of export licenses to export to a nonnuclear weapons state goods, technology, component parts, or nuclear explosive related substances related to a nuclear production system unless the nonnuclear weapons state maintains International Atomic Energy Agency safeguards on all its peaceful nuclear activities. Firms may not receive licenses to participate directly or indirectly in special nuclear production in the countries in question. This restriction shall not apply if the President certifies to Congress 60 days prior to the export of such items that their proscription would harm national defense or be seriously prejudicial to U.S. nonproliferation objectives.
