An amendment to prohibit states from selling or transferring water for a certified pipeline if the water is taken from a source that passes through more than one state or comes from an aquifer or other ground water source located under more than one state unless there is an interstate compact among the states involved, included those downstream from the point of diversion, and unless the sale and or transfer of the water complies with the conditions of the compact.
