An amendment to change some of the provisions on limitation of fund expenditure of the bill. The amendment requires that at least 75 percent of the funds be used for Community Renewal Employment Programs (Title III), limiting to not more than 15 percent of the fund for administration of these programs (the bill had a 25 percent limit). The amendment permits the remaining funds to be used for supplies, tools, equipment, and other materials acquisition.
