An amendment to the committee amendments en bloc. The amendment would reduce the funds provided for the Special Account for Adjustment Assistance by reducing the percentage of collected customs duties made available to the account for FY'84 from 2.6 percent to 1.6 percent of the FY'84 duties. The amendment also sets at $61,500,000 per year the amount made available for training, services and allowances under a specified program (a reduction in FY'84 and an increase in FY'85). The amendment also eliminates provisions permitting increasing the funds as necessary for the account.
