An amendment to the Shelby amendment to require the EPA to study the manifest system and report to Congress within 30 months on whether to retain the current system or adopt a new one. The study is to include an analysis of cost benefits as well as the ease of retrieving information and identifying a given substance. And the study is to include a list of standards necessary to protect human health and the environment.
