An amendment to strike the increase in the U.S. quota to the IMF provided in the bill. The amendment requires the Secretary of the Treasury to instruct the U.S. Executive Director of the Fund to encourage the Fund to assist foreign countries to renegotiate existing loans in order to establish more favorable loan terms.
