A substitute amendment to provide for staggered six year terms for commissioners replacing those serving at the time of the bill's enactment. Also, a commissioner may be removed by the President only for inefficiency, neglect of duty, or malfeasance in office. The commission is reauthorized for 20 years. And, 13 million dollars is authorized for FY'84 with such sums as may be necessary for the following 19 years.
