An amendment to move up the date of the first increase in Tier II employer and employee payroll tax from 7/1/84 to 1/1/84. Also it moves up the date on which railroad retirement payroll taxes would have to be deposited in the Railroad Retirement Account under the same schedule that other industries deposit taxes in the Social Security system from 1/1/86 to 1/1/84.
