A substitute amendment. The amendment retains the text of the bill with the exception of the effective date for the section banning U.S. assisted military action in Nicaragua, thus making the effective date the day of passage. The amendment also limits interdiction arms flow from or through Cuba and Nicaragua -- the bill had added "any country or any agent of Nicaragua. The amendment also adds the text of the Wright amendment offered to the Mica amendment offered earlier (see amendment HA300).
