An amendment to the Mica substitute amendment, as amended, to the Young (FL) amendment. The amendment directs the President to convene the OAS to reevaluate Nicaragua's compliance with its international obligations, seek prompt OAS action to obtain verifiable agreements with Nicaragua to stop its military intervention in Central America. Funds authorized in the act may be used to support OAS approve proved measures to end conflicts in the region. The President is directed to encourage active OAS involvement in resolving the conflicts in the region based on provisions of the Final Act of the San Jose Conference, October 1982. The President is to submit to Congress by 3/15/84 a report on the results of these efforts.
