An amendment to the Young (FL) amendment to add: The President shall commission a study to assess the potential consequences of a failure to halt Cuban and Nicaraguan directed revolution and subversion in Central America. Such study shall include but not be limited to the issues of refugee patterns and U.S. dollar outlays which may be necessary.
