An amendment to add to the prohibition against military or paramilitary aid in Nicaragua by the CIA or other U.S. entity, that the prohibition shall take effect only if the Nicaraguan government enters into an agreement with other countries of the region not to support military or paramilitary operations by antigovernment forces in any other Central American country. The agreement must be verifiable. Also a Sense of Congress is added to the bill that the President should convene a national bipartisan commission to address the long term problems of security, poverty and democratic development in Central America. The commission is to help build a national consensus in support of the policy, consult with Central American leaders and submit a report to Congress in 180 days.
