An amendment to require the Secretary of the Navy to submit to Congress a report of the potential effect on naval operations of any proposed lease by the Department of the Interior of offshore lands for oil and gas drilling. The Secretary is to define offshore zones along the U.S. where such drilling would cause appreciable impact on naval operations and report these to Congress.
