An amendment to prohibit before 10/1/85 the Department of Defense from entering into contracts for firefighting or security guard functions at any military installation or facility. This prohibition is not to apply if it adversely affects division readiness or if the facility is civilian owned. The Secretary of Defense is to submit to Congress by 3/1/84 a report on the special needs of the Department of Defense with respect to firefighting and base security and how these are to be met by federal or contract employees.
